Lateral Transfer And Special Student Procedures for War Victims Students in Ukraine

University students who could not continue their education due to the war in Ukraine were given the right to transfer to our universities and become special students by the Council of Higher Education.

 

The dates and conditions determined by the Council of Higher Education regarding lateral transfer and special student transactions are explained below.

The applicants who meet the requirements for lateral transfer but are not eligible to enrol can apply as a special student.

 

Those who do not apply or do not use their registration rights on the announced dates are deemed to have waived their rights.

Students who do not meet the lateral transfer requirements must apply for special students until the end of the working day on Friday, 11-15 April 2022.

Applicants who meet the requirements for lateral transfer but cannot benefit from it must apply with the necessary documents for special studentship until the end of the working day on Friday, 27-29 April 2022.

LATERAL TRANSFER AND SPECIAL STUDENT CONDITIONS FOR THE STUDENTS FROM UKRAINE

 

  1. WHO CAN TRANSFER?

Students who are enrolled in a formal (face-to-face) diploma program in a higher education institution operating in Ukraine and recognized by the Council of Higher Education and who are in the preparatory class, undergraduate students, or senior students of this diploma program can transfer within the framework of the conditions in the OSYS/YKS Guide.

Those who registered in the fall semester of the 2021-2022 academic year and in the previous semesters can apply for lateral transfer.

 

2. WHAT ARE THE REQUIREMENTS FOR THE PROGRAMS (Medicine, Dentistry, Law, Engineering, Architecture, and Teaching) THAT ARE REQUIRED FOR SUCCESS?

 

In the year of enrolment in the program in Ukraine;

 

Having entered the OSYS/YKS and having the success rank published in the guide, or

they must be registered in higher education institutions that meet the ranking condition in the ranking institutions listed in the OSYS/YKS guide.

Those who register by having their associate degree education received from higher education institutions in our country making course substitution in the undergraduate programs of higher education institutions abroad must also meet the above conditions.

 

3.WHAT ARE THE LATERAL TRANSFER REQUIREMENTS FOR PROGRAMS WITH NO SUCCESS RANKING?

 

In the year of enrolment in the program in Ukraine;

 

  • Having the lowest base score in the OSYS/YKS exam of the equivalent diploma programs in the relevant year in Turkey,
  • In special talent programs, universities must have the lowest central exam score announced for special talent programs in ÖSYS/YKS of the relevant year (universities reserve the right to hold special talent tests if they wish), or
  • They must be registered in higher education institutions that are in the top 1000 in the ranking institutions lists mentioned in the ÖSYS/YKS guide.

Those who register by having their associate degree education received from higher education institutions in our country making course substitution in the undergraduate programs of higher education institutions abroad must also meet the above conditions.

4. WHO CAN MAKE LATERAL TRANSFER TO VOCATIONAL SCHOOLS (Associate Degree Programs)?

 

Those who apply to a program in Ukraine and study in the preparatory class for that program can apply for lateral transfer to associate degree programs, provided that their YGS/TYT scores in the year they enrolled in the relevant higher education program and the base score of the vocational school's program in that year are met.

 

5. HOW CAN STUDENTS WITHOUT OSYS/YKS SCORES OR WHO CANNOT TAKE THE EXAM MAKE LATERAL TRANSFERS?

 

For the departments whose success rate is needed, they must fulfill the success requirement specified in the OSYS/YKS guide in the year of registration to the Ukrainian programs. In the programs for which the rate of success is not required, the students who registered for the first 1000 diploma programs mentioned in the OSYS / YKS guide with the result of the international exam (SAT1, ACT, Abitur, French Baccalaureate, GCE A Level Certificate, International Baccalaureate IB, Austrian Matura Diploma, Italy Maturita Diploma) must have met the minimum score requirement of the international exam accepted by the university in the relevant year for the program they want to transfer to in Turkey.

 

6. CAN FOREIGN STUDENTS REGISTERED TO A DIPLOMA PROGRAM IN UKRAINE AND STUDENTS WHO COMPLETED THEIR FULL SECONDARY EDUCATION ABROAD APPLY FOR LATERAL TRANSFER?

 

Like students who do not have an OSYS/YKS score, they must have met the minimum score requirement in the international exam accepted by the university in the relevant year for the program they will apply for lateral transfer in Turkey.

 

7. HOW STUDENTS WITHOUT EQUIVALENT PROGRAMS IN OUR COUNTRY CAN TRANSFER HORIZONTALLY? HOW WILL STUDENTS WHO DO NOT HAVE AN EQUIVALENT PROGRAM IN OUR COUNTRY BE ABLE TO TRANSFER?

If there is no equivalent to the diploma program that students study in Ukraine in our country, the course achievements and content of the relevant program will be evaluated in accordance with the university's MER (in force) legislation, and students will be able to be placed in the nearest diploma program at the request of adjustment commissions.

 

If there is no equivalent department in our country for the diploma program in which the students study in Ukraine, the course achievements and contents of the relevant program will be evaluated within the framework of the university's (current) legislation, and the students will be able to be placed in the closest diploma program, upon their request, through the course adjustment commissions.

 

8. WHEN WILL THE QUOTAS BE ANNOUNCED?

 

The quotas will be determined by the relevant boards of higher education institutions and will be published on the internet pages before Monday, April 11, 2022.

 

9. WHEN WILL LATERAL TRANSFER APPLICATIONS BE MADE?

 

Students should apply to the relevant higher education institutions with the necessary documents for lateral transfer between 11-15 April 2022, until the end of the working day on Friday.

 

10. WILL FOREIGN STUDENTS FILL THE QUOTAS OF TURKISH NATIONAL STUDENTS?

 

No. For each diploma program, higher education institutions will set separate quotas for Turkish national students and foreign students.

 

11. WHEN WILL THE LATERAL TRANSFER APPLICATION RESULTS BE ANNOUNCED?

 

Higher education institutions will evaluate the lateral transfer applications and announce the results on their web pages until the end of the working hours on 20.04.2022, together with a reserve list of half the quota.

 

12. WHEN WILL HORIZONTAL TRANSFER REGISTRATIONS BE MADE?

 

The registration of the main candidates will be made until the end of the working hours on 21-22 April 2022. In case of vacancies, the reserve candidate list will be announced on the web pages of higher education institutions on April 23, 2022, and the reserve candidate registrations will be made on April 25, 2022, until the end of working hours. Candidates who do not register for the relevant programs on the announced dates, for whatever reason, will be deemed to have waived their rights.

 

13. WHAT ARE THE DOCUMENTS REQUESTED IN HORIZONTAL TRANSFER RECORDS?

 

OSYS/YKS Exam Result Document and/or international exam result document, student certificate, transcript, passport, and entry-exit records to our country will be required.

 

14. HOW MUCH ARE THE SCHOOL FEES?

 

Foundation universities will be able to receive the tuition fee they have determined for the 2021-2022 academic year from students who transfer to them. State higher education institutions will collect their contribution/tuition fees from students who transfer to them, in accordance with the Presidential Decision Concerning the Determination of Tuition Fees and Contribution in the 2021-2022 Academic Year".

 

15. WHO CAN BE A SPECIAL STUDENT?

Students who have not obtained the right of lateral transfer but are registered in a formal education program of a higher education institution in Ukraine can study in higher education institutions in our country; On the other hand, students registered in open education programs will be able to continue their education and training in open education programs in our country as a special student.

 

16. WHEN ARE APPLICATIONS FOR PRIVATE STUDENTS?

 

Students who enrolled in a recognized higher education institution in Ukraine in the fall semester of the 2021-2022 academic year and before and who do not meet the requirements for lateral transfer must apply between 11-15 April 2022 by the end of the working day on Friday. Students who apply for lateral transfer but cannot benefit from it must apply to the relevant higher education institutions with the necessary documents for special studentship between 26-29 April 2022 until the end of the working day on Friday.

 

17. HOW MUCH TUITION FEES WILL SPECIAL STUDENTS PAY?

 

Special students are obliged to pay the fee determined by the authorized boards of higher education institutions. Foundation universities cannot demand from private students more than the fees paid by Turkish citizens per semester.
